ABSTRACT

Every part of the United States is periodically impacted by some kind of natural disaster: Volcanos in Hawaii, earthquakes on the West Coast, and so on. Natural disasters do happen everywhere, but some areas have a record of repeat emergencies like floods and fires, and because of climate breakdown those areas will see more floods and fires in the future. Urban planners must use everything they have to stop development and keep people safe. In the future, there will be places that do not rebound after major disasters, and retreat will be a necessity. The retreat from New Orleans after Hurricane Katrina was improvised; it was not planned or managed, disaster followed, and the results were often sad. The 2045 Long Range Transportation Plan recommends that the Miami-Dade Transportation Planning Organization dedicate US$34 million a year towards the Strategic Miami Area Rapid Transit Plan, a plan for transit.
