ABSTRACT

Arguably, the role of the “Governability” in terms of political decision-making depends on the policy performance effected by the degree of “Statism.” Apart from the regulating quality this capacity is related to its organisation, regulative ability and fiscal room to manoeuvre defining its policy-solving capacity. This is the macro-political dimension of judging the democratic performance. Section 2 is devoted to evaluating the extent to which political choices have been converted into policy formation by inspecting the public expenditures and related performance indicators. It appears that there is quite some cross-system variation across the levels of democraticness. Section 3 delves into the issue of “output legitimacy” or how trust in macro-politics affects the citizens differently as mediated through stateness.
