ABSTRACT

The original Rule presented to Innocent III does not survive; it was altered and extended over the years, and the earliest surviving Franciscan Rule appears to be in the shape it had assumed by c. 1221. This is commonly known as the First Rule or Regula Prima (Opuscula, pp. 24–62, trans. Sherley Price, pp. 204–26). After the démarches of 1220–3 (see EFG3 pp. 64íf.3 88–95 and Doc. 25, cc. nff.) the final version was enshrined in the papal bull Solet annuere still preserved in the Treasury of the Basilica of St Francis at Assisi (Opuscula, pp. 63–74), hence called Regula bullata or Regula II.
