ABSTRACT

The main way in which the ground was taken was through the negotiation of a "standard route" that presented as few problems as possible. On the grounds of minimizing traffic disruption and congestion, the police contained a march between moving walls of steel. Troops on ceremonial guard duty were warned of the arrival of the march and their commanding officers advised to bring guards indoors to prevent them being exposed to abuse. Of course, the senior officer in command of the policing operation had his copy of the ''route form'' to refer to if necessary, but, as in prior negotiation, the preference of commanding officers was to resolve issues amicably, provided they did not obstruct police aims. Commanders now began to fear that those on the open ground might start to arm themselves with stones and other missiles, so serials of officers in ordinary uniform were deployed into the area to deter them.
