ABSTRACT

Chapter 3 reviews the issues involved in implementing EMI. The translation of EMI policy into effective practices at the classroom level is one of the principal challenges of EMI. It depends on the views of stakeholders such as teachers, parents, and administrators; contextual factors such as the English proficiency of teachers and learners; and implementation factors such as the extent and timing of the introduction of EMI. Key issues in the implementation of EMI are discussed including the design of the EMI program, the kinds of support provided for teachers and students, the organizational and communicational channels made use of to establish shared understandings of the EMI programs’ goals and the factors that could facilitate or hinder the implementation and development of EMI programs.
