ABSTRACT

I am glad you don’t know this Parliament. You were never very fond of the House of Commons—you would not be fond of this one. It looks in part like a Trades Union Congress, and in other parts like a meeting of a Provincial Chamber of Commerce. All the best of the old men have gone, and as far as the new men—I have not yet seen the Prime Minister of the future. But of course it has not found itself. Its Government has been non-existent.
