Personal slavery or Manage formerly existed in Britain, and all the living labourers still suffer front the bondage of their ancestors. The labourer, the real maker of any commodity, derives the assurance from a knowledge he has that the person who sets hint to work will pay him, and that with the money he will be aide to buy what he requires. Fixed capital consists of the tools and instruments the labourer works with, the machinery he maims and guides, and the buildings he uses either to facilitate his exertions or to protect their produce. The most perfect instruments, ever made by labour, require, as in the case of a time-piece, a peculiar skill to render them productive. Masters, it is evident, are labourers as well as their journeymen. The improved education of the labouring classes ought to have great weight also with statesmen, and with the community at large.
