ABSTRACT

The pamphlet summarises much of the advanced contemporary radical opinion, including the need for further reform, the ballot, shortened Parliaments, free trade and the education of voters. The latter was becoming a dominant theme in the writing of both pro- and anti-reformers. The writer also focuses on the need to elect satisfactory politicians, or more specifically legislators, and argues that they should be paid an annual stipend. The very small number of persons who appointed and composed the government of England, under the Tory system, claimed their privilege as a political " Right." King John was despotic ruler, by the " Right" of custom; but he Barons, disapproving of his rule, rose in arms, and forced from him a Charter, or law, securing to them certain " Rights," independent of his authority.
