Desire and capacity are both important aspects when deciding on how to introduce Hoshin Kanri. There are major shortcomings in terms of capacity, concerning moving from one or more individual desires to a clear organizational desire. This is an important point, because a great dependence on individuals in the organization creates a “culture of experts,” uncertainty and, subsequently, short-term action. The management team was the intended platform for introducing Hoshin Kanri. In 2015, Swedish sports newspaper Sportbladet published an article in which they presented goal statistics for the Swedish national soccer team. The article suggested that Zlatan Ibrahimovic’s expertise as someone scoring goals had made the Swedish team overly dependent on him. One of the members of the management team quickly took the floor and suggested that the challenge should be “order and structure” in the office.
