ABSTRACT

This chapter begins with a review of the hypotheses made at the beginning of the work and outlines with some recommendations for central government and local authorities on the treatment of the problem. Agencies keeping a note of homelessness referrals rarely distinguished in their records between clients seeking to overcome a threat of losing their homes, and those who had actually lost or were to lose them. The summary of findings has included much direct comment on the hypotheses which the study set out to investigate. The study started with the central hypothesis that homelessness would vary between areas with severe housing shortages and those with an adequate supply of housing. The pilot survey hinted at the difficulties caused by administrative fragmentation, and at the importance of other services as well as housing in overcoming homelessness.
