ABSTRACT

This chapter examines the literature on democratisation in post-authoritarian Indonesia, particularly looking at the dynamics of policy implementation and its purpose to transfer authority and reduce separatist conflict in the regions. This chapter also considers the literature focused on the Papuan conflict from the history of the Papuan struggle in post-independence Indonesia, to the political dynamics before and after the 1969 Pepera, and to growing demands for independence. The purpose of exploring these key political developments is to shed light on the subject of elite interactions at both the national and local levels to address separatist conflict in Papua during the post-authoritarian regime.
