ABSTRACT

This chapter explores how an external actor beyond the state became a key agenda item in the Special Autonomy elite negotiations. This chapter elaborates on the roles of multinational corporations (MNCs) in moderating elites’ interests and demands in shaping the Special Autonomy legislation, even though these MNCs were not involved directly in the negotiations. In particular, this chapter reveals how US MNC Freeport McMoRan contributed to the change in the Papuan elites’ stance in the elite negotiation processes with central government.
