ABSTRACT

This chapter summarises the main arguments and findings of this book and notes its implications for the Special Autonomy policy in the future. It reflects on how the central government in Indonesia dealt with the separatism issue, particularly in Papua, shortly after the breakdown of the authoritarian regime. This chapter also reassesses the struggle between national and local elites, which impacts the implementation of decentralisation policy in Indonesia, including the Special Autonomy policy in Papua. Finally, it also suggests that traditional elite theory should be updated in the context of post-authoritarian society and pay more attention to elite interaction dynamics.
