ABSTRACT

Chapter 4 represents the case study of the complex network on prevention of human rights violation at the UN HRC. Before being mainstreamed in the agenda of the Council, prevention has received great attention from the UN system. This genesis has a wider context—the UN system has been often applying preventive lenses because an ounce of prevention is worth a pound of cure. The chapter investigates the complexity of actors and stakeholders that has emerged within the UN system and has mainstreamed prevention.
