ABSTRACT
Chapter 4 explores the external resources of neighborhood resilience. Based on the research, interviews with representatives of government and NGOs, and residents in communities, this chapter analyzes what resources are available for the neighborhoods and what needs are not completely satisfied. More specifically, the chapter discusses urban development, infrastructure and access to material resources, policing and security, educational possibilities, and the role of different organizations and institutions.
