ABSTRACT
This chapter examines aspects of the education department as the education authority and its education development plan which provided the framework for developments within the education service for Xingwen County. This detailed analysis and discussion of the education department and its development plan in one particular rural county can provide insights into how different factors, from the economic to political change, work together to achieve the plan. This chapter broadly falls into four sections. First, it introduces the education department and the Five-Year Plans used as guidelines, before going on to offer detailed reviews of developmental projects assessed against the targets set out in the currently active plan. After that, it discusses the objectives and implementation of the plans and how the financial fund supports the development of education. Overall, this chapter contains a detailed statistical account of the system of the education in the county, covering in their entirety, capital assets, personnel, internal systems, finances and achievements.
