ABSTRACT

The sixth chapter describes Bolivia’s situation in the face of the globalization of markets that pose problems that cannot be solved by a single country. These problems are not sectoral either and require comprehensive policies that integrate global solutions. In the face of this double situation, challenges are presented due to institutional weaknesses derived from and aggravated by corruption, criminality, informality, and the absence of a justice and police system. These problems are addressed in a sectoral manner. Neither in the country nor in the region are there mechanisms for comprehensive approaches. In the meantime, the country has to address a multitude of urgent specific problems, particularly those related to the most vulnerable populations, such as indigenous, gender, and generational populations, which are defenseless against illegality and corruption, both at the borders and in the main cities.
