ABSTRACT
Evaluation of a piece of work of this kind is in any circumstances very difficult. That difficulty is enhanced when the project is near in time to evaluation, and its objectivity is open to serious question when it is being made by people who were responsible for carrying out the work. Nevertheless, certain questions can be asked, and an effort made to give tentative replies to them. It is also possible to make a few general observations.
