ABSTRACT
During recent years there has been a growing volume of disquiet over the difficulty of staffing the residential Homes which care for the thousands of men, women and children who, for one reason or another, cannot be cared for in their own homes. Representations have been made from many quarters that a comprehensive enquiry was called for which might lead to constructive suggestions for a radical improvement in the situation.
