ABSTRACT
We come now to the most hazardous part of our Report–an attempt to estimate the future demand for residential care; hazardous because it depends on so many factors each of which is capable of variation within wide limits. We first set out these factors briefly so that it may be clear how inevitably speculative our estimates are.
