The border separating Canada and the United States extends for well over 5,000 miles, “over mountains, down cliffs, along waterways and through prairie grasses.” The American commissioner also retained an outside lawyer, an expert on international law, after he was told by the Department of Justice that he would also need “international legal advice.” The Bush administration saw the situation very differently. The president had appointed Schornack to the IBC because he was a Bush supporter and a reliable Republican. The great debate over the removal power now shifted to the Senate. John Adams had no doubt that the president possessed the constitutional authority to remove executive branch officials. Adams’s decision not to pick his own cabinet proved a monumental mistake. The removal of Pickering notwithstanding, Adams continued to subscribe to much the same restrained view of removals as Washington.
