ABSTRACT

Measuring the success or outcome of a project can be viewed from two perspectives, both of which require attention at the time of project initiation. First, the evaluation of the implementation itself is essential to project managers, as the information obtained can be used as lessons learned for future projects. The second perspective of the evaluation process addresses whether or not the project met the overall business need and the reason the project was funded and supported by the organization. Earned value management is a project management tool to measure project performance throughout the project. These calculations help to track the performance over time comparing actual performance against the baseline or planned performance. There are a number of resources available to provide guidance and best practices for developing an evaluation plan to measure outcomes related to quality, rigor, and applicability to the development of a customized plan.
