ABSTRACT

In Singapore, as in other developing countries, the communication network and resources are used constantly to support a set of well-defined development objectives. This chapter discusses the family planning communication program as part of the operation of the Singapore Family Planning and Population Board (SFPPB) as an example of project level communication planning in Singapore. Confronted with a rapidly growing population on a densely populated island, the SFPPB launched its first Five-Year National Family Planning Program from 1966 to 1970 and its second Five-Year Program from 1970 to 1975, with successful results in both periods. The main target for the first Five-Year Plan was to reduce the Crude Birth Rate of 32 per thousand in 1964 to around 20 per thousand by 1970. The SFPPB has been aware of the importance of family planning communication from the very beginning of its national program in 1966. The SFPPB arranges and accepts requests for talks on family planning.
