ABSTRACT

The Scottish Council has been particularly successful in attracting American industry; something like 80 per cent, of the American firms which have settled in Great Britain since the war have come to Scotland. The Department is represented at the meetings of the Council and of its committees, which are in fact often held in St. Andrew’s House, and, when the Council wishes to meet a Minister other than a Scottish one, the Department arranges the meeting and the Secretary of State or one of the other Scottish Ministers is usually present. To ease the process of adaptation and development, and as far as possible to arrest the process of decline, are matters that must be of concern to ‘Scotland’s Minister’. In addition to dealing with problems as they arise, this Highlands Committee provides progress reports for Ministers and for the Panel.
