ABSTRACT

The psychology of conflicting national interests is itself a particular instance of the disintegrating competitive psychology of capitalism. For the case of any state whose interests demand such a change is already judged against it by the fact that the “ rights “ of the state which resists the change are protected by existing law or treaty. For Germany and Italy were in effect demanding a change in the law or a revocation of treaty rights, and the system itself made this impossible without the consent of the other side whose interest it was to resist any change. There is no evidence of any kind that there is anything in national communities and states which makes it impossible to introduce successfully into an international system based upon law and collective security similar methods, organs, and procedure for altering the law and making radical changes in the relations of national communities.
