ABSTRACT

This concluding chapter summarises the key findings of the book. Drawing on the three sectoral case studies, the chapter summarises and collectively analyses the industrial upgrading processes and outcomes across the three sectors, and explains the parallels and divergences. Accounting for these patterns using the Murdoch School theoretical framework, variegated patterns of policymaking and policy outcomes within and across the sectors can be attributed to the varying power of key interests, particularly in terms of the interactions between the Chinese ruling elites (with their fractions) and segments of domestic, foreign, and global capital. The hyperglobalised environment, intersecting with China's multiple development challenges, has created a volatile terrain for different interests to negotiate their demands. The chapter concludes with a brief assessment of the prospects for technological catch-up of each of the three sectors.
