ABSTRACT

One of the most urgent debates on the future of warfare is on how artificial intelligence (AI) will transform warfighting. Chapter 9 suggests that the societal and economic impacts of AI will likely have radical and unpredictable consequences that could be both positive and negative. But there is uncertainty on how AI will transform the liberal way of warfare; while the chapter outlines some of the more dramatic possibilities, the chapter also suggests that there might be limits on the radical possibilities of AI in warfare. There might be both technical limitations (the possibility of accidents, the loss of trust) as well as strategies of deterrence and regulation that limit the use of AI in wars. The use of AI for security and war might be used more as a bureaucratic tool of research and management. At the same time, the impact of AI might be important for how it transforms a broader range of technologies, tactics and domains vital to war and international politics in the years out to 2049.
