ABSTRACT

This chapter presents a general introduction and main aim of the research. It analyzes the interplay of different actors when responding to disaster in a weak state through evaluating (1) International Relations and the role played by international actors and (2) government–nonprofit relationship and the internal governance of the state. It addresses the role of international and local actors in disaster response both in the theoretical and practical backgrounds through taking as a case study the response explosion that occurred in Beirut on August 4, 2020. It further presents a summary of the remainder of the chapter.
