ABSTRACT

This chapter reflects on the current policies and practices regulating higher education institutions (HEIs) in Qatar and the United Arab Emirates (UAE), within an increasingly competitive market where the scale, intensity, and direction of HEIs are subjected to market force influences. Against the background of a rapid growth of international mobility of students, faculty, instructors, course programs, curricula, materials, and degrees, this chapter attempts to provide an inside view of how international, regional, and national factors shape local educational policy. Primary data was collected via personal interviews with senior management officials and focus group discussions involving graduate students at different HEIs in Qatar and the UAE.
