ABSTRACT

The aim of this chapter is to offer a public value perspective on vaccine nationalism. It identifies the formidable challenge that vaccine nationalism poses to global PV and public health outcomes, and particularly so in the developing world. It argues that PV for a global public faces problematic nationalist counter-pressures, where public managerial and political forces prioritize their national publics to an excessive degree, which in turn worsens global pandemic outcomes by prolonging vaccine deployment. It also foments the risks of increased deaths and of the evolution of more lethal and/or virulent mutant strains in the future, thus leading to a self-defeating logic. Yet there are inherent value conflicts that underpin vaccine nationalism, the chapter observes, which complexify the discussion and preclude easy resolution. The chapter therefore argues that vaccine nationalism should be overcome through more concerted efforts toward global PV creation, and examines some ways that this might be achieved.
