ABSTRACT

This chapter develops case studies of two developing countries’ responses during the early phase of the Covid-19 pandemic as a lens to perform “comparative public value” analysis. The chapter examines the structural pre-pandemic similarities between Pakistan and India, to then contrast their policy responses during the first six months of the pandemic (February–August 2020) and identify the basis of differences in public value outcomes between both countries. Using the strategic triangle and building upon public value theorizations, the chapter presents an example of comparative public value exercises, the findings of which suggest that a public value response premised on co-creation and cooperation between all PV actors can compensate for limitations in PV strategic triangle endowments.
