ABSTRACT

This final chapter describes in greater detail the active role of the State as a facilitator of societal transformation based on citizens-led social innovations. The State may play an enabling role, supporting citizens-led social innovations and ensuring that their potential contribution to societal transformation is maximized. Four tools in particular can be used in this regard: the reduction of inequalities; urban planning and, more broadly, spatial organization; encouraging experimentation by local collectivities; and changing the organizational culture of public administration.
