ABSTRACT

This chapter presents the life history of a fisherman named Lito, who lives in Barangay Panacan, the same coastal village. Lito settled in Barangay Panacan, a bustling fishing settlement in the municipality of Narra, 91 km south of Puerto Princesa City, the capital of Palawan Province. Although Lito's court case was eventually dismissed, owing to the financial damages he incurred from the confinement and fines, he opted to stop operating the likom. From the life history of Lito presented in the chapter, the people are able to understand the penetration of the institution of coastal resource management, as well as how an individual copes, and negotiates, with such institutions in the everyday practices of livelihood. However, the life history examined in the chapter suggests a subjectivity that cannot be easily reduced to fit the discourse of eco-governmentality and eco-rational subjects.
