ABSTRACT
This chapter addresses agency by ECOWAS member states, specifically the delegation of policy-making competences and resources to the ECOWAS Commission. Hence, it focuses on the first part of the investigated causal mechanism. Across several sections, this chapter investigates the relationship between member states and the Commission along various dimensions, including historical, legal, as well as practical. Following these sections, the chapter zooms in on ongoing interactions between the member states and the Commission, including their resource provision as well as organizational reforms.
