ABSTRACT
Most public functions, including basics such as tax collection, were auctioned off to the highest-bidding private companies. By 395 CE, internal and external divisions split the empire into the Eastern Roman Empire, with a capital in Constantinople, and the Western Roman Empire, with a capital in Rome. Descriptions of their physical appearance, language, government, and culture all come from writers in the Roman Empire and Christians in Europe. A migratory people from Central Asia, the Huns were less of a distinct ethnic group or empire than a loose confederation of warrior groups from Central Asia who spoke a variety of languages inherited from conquered peoples. The Eastern Romans soon broke the treaty, leading Attila and the Huns to renew attacks upon the Eastern Roman Empire. The Huns maintained peace with the Western Empire until Honoria, the sister of the Western Emperor, asked Attila to save her from an arranged marriage.
