ABSTRACT

South Korea’s success in responding to the COVID-19 pandemic has drawn global attention. And it is very natural to come back with a question about why South Korea’s government has been so successful while many others in the West, including the United States, are not. When we succeed in identifying the determining factors of the success, the next question will be whether such factors are transplantable to the other countries and so that they may serve as a general and universal alternative of the world? To get the answer, the success story of South Korea will be reviewed from the standpoint of crisis governance theories and cultural heritage.
