ABSTRACT

Development implies the movement of a society towards its perceived ideal. The ideals which were visualized by the precapitalist societies were dominated by their religious philosophies. The dynamics of material aspects of human living and comfort began to dominate these ideals with the advent of capitalism in the world arena so much so that in developed capitalist societies the growth or development was measured in terms of production of goods and services and capital formation. The societies immediately preceding the advent of the capitalist culture, which are often lumped together as belonging to the tributary culture, had divided themselves in many hierarchies of landlords and chieftains and also a hierarchy of tenants, subjects etc. The Indian National Congress, a party of petty bourgeoisie was initiated with a view to achieve some sort of a ‘Home Rule’ system with the cooperation of the British and somewhat ameliorate non-development process in India.
