ABSTRACT

The basis of the division can be made on the degree of accumulation of capital in the area or the absence of such accumulation and the rate of capital export from or import into any given area. If we take this as a means to measure our geographical boundaries, we shall be able to trace five principal areas in the world on the eve of the war. England and Holland still remained the oldest industrial countries and the largest capital exporters to the undeveloped areas in the other categories. Particularly rapid had been the accumulations of capital in Germany and the United States, the latter after the Civil War in the sixties of last century and the former after the foundation of the Empire in the war of 1870.
