ABSTRACT
The policy priorities approved by the 14th Plenum were presented in public at the 9th Session of the National Assembly which met from December 9-12. The main task to be accomplished in the immediate future was agricultural co-operativisation. The three-year plan also highlighted increased investment in the light industrial sector as well as the construction of industrial zones at Viet Tri and Thai Nguyen. On December 1,1958 during the course of a riot by detainees at the Phu Loi re-education centre in Thu Dau Mot province, inexperienced warders, members of the Civil Guard, panicked and machine-gunned to death a score or more of the demonstrators. The development of forces referred to the creation of a new Front composed of a four-class alliance led by the Party. The expansion of the Party's influence in the rural areas followed in the wake of armed violence.
