ABSTRACT

This chapter explores the development of contemporary sports policy-making in Croatia. The changes within the public sector, especially on the central level in terms of composition and repositioning of sport from the administrative to ministerial level are particularly highlighted. Further, the chapter highlights the challenges of both horizontal and vertical coordination within the public sector and between the public and not-for-profit sectors. In terms of policy-making, the focus is on high-performance sport, highlighting the challenge of balancing this with other priorities. A newly adopted regulatory framework facilitates a more interventionist approach with a more dominant central authority within the public sector with a strong political presence. The new Law on Sport limits the autonomy of the not-for-profit sector in general while maintaining extensive competencies for the Croatian Olympic Committee.
