ABSTRACT
Since the Second World War ended the world has not been at peace. There was an international war for three years in Korea, there were civil wars in China and Greece, and there have been colonial wars in Indochina, Algeria, Malaya and Kenya. But for most of the time in most of the world the guns have been silent. Yet there has been no peace.
