ABSTRACT

In this chapter, students are introduced to emerging ethical issues in the conflict in cyberspace, including issues related to agency, autonomy, and responsibility. This chapter also describes the cognitive domain as a new challenge in warfighting and its relationship to disinformation strategy and tactics. In addition, in this chapter, students also learn how existing laws and norms governing the conduct of war – including just war ethics and the Law on Armed Conflict (LOAC) – may be more challenging to apply in situations of AI-enabled warfare. Specific examples of Russian disinformation strategy and tactics are introduced, along with new space security and satellite security developments.
