ABSTRACT
The fourth chapter analyses the formation of the Congress Government in the 2004 and 2009 Lok Sabha elections where facing an electoral challenge it sought to reorient itself using populist and social justice rhetoric. The congress through policies such as MNREGA sought to engage the emerging middle class within its vote bank. By analysing the election-wise performance of Congress in different states, the chapter empirically traces the Decline of Congress.
