ABSTRACT

In this chapter, the author discusses the next constitutive element of China’s grand strategy, namely, coordination. If grand strategic operations have breadth and depth, they need to be coordinated. The chapter aims at demonstrating the conscious effort by the Chinese government and relevant organs to coordinate various activities abroad. The aim is achieved through an examination of functional structures of government, a closer look at the interpenetration of its organs, personnel and policy, and its hierarchical decision-making processes. The chapter conclusively establishes that the interpenetration of personnel and policy in leading organs of the Chinese statecraft, constitutes the venue through which occurs, the coordination effort of China’s grand strategic operations abroad.
