ABSTRACT

This chapter introduces the restructuring and reconstruction of grassroots governance organizations about the villagers' committee and the residents’ committee in “village-turned-communities”. The organizational reform in “village-turned-communities” started with the structural and functional adjustment of the villagers’ committee and the village Party branch during their transitioning to the residents’ committee and the neighbourhood Party branch of the new community, including the transition of the self-governing mass organization from the villagers’ committee to the residents’ committee. The power re-division during the transition from the villagers’ committee and the village Party branch of the original village to the residents’ committee and the neighbourhood Party branch of the new community is centred on services. The two parallel grassroots self-governing organizations in “village-turned-communities” are still exploring ways of cooperation and integration. Therefore, in general, the organizations in the “village-turned-communities” are still in the transition period of structural adjustment, power re-division and competition amid cooperation, and there is still some distance to cover before growing into urban community grassroots organizations characterized by a strict internal structure, finer division of labour, good cooperation, high efficiency and dynamic operation.
