ABSTRACT

The core of our programme for the unification of Germany is free elections. German policy ought to rest upon the will of the people, not upon the arbitrary decisions and whims of totalitarian rulers. Special study committees have drawn up measures to be put into effect immediately on the day of unification. Preliminary work has been done to ensure supplies of food, coal, iron, steel and power. Free elections are possible only if during the election itself, and before and after the election as well, the voters feel no coercion and fear no reprisals. It is surely self-evident that such an investigating commission cannot be comprised of persons active in the administration of the four zones, for these would necessarily lack objectivity. Unification of Germany is not an isolated problem; it is inseparably linked with the whole problem of Europe.
