The oil/gas company may be the charterer of the vessels, but it may only become the actual owner of the property later, once that part of the contract has been paid for and settled. A Charter Party Bill of Lading is a document issued by the charterer of a ship or vessel outlining certain information like the types of goods, quantity and conditions under which the goods are to be transported. The main responsibility of a ship captain under a charter is to safely steer the ship to its destination. The charterer is responsible for the goods on the ship, including signing the bill of lading for those goods. The Mate’s Receipt is a receipt issued by the Commanding Officer of the ship, or the ship’s agent on behalf of the vessel’s Chief Officer, once the received cargo has been loaded and secured on board the ship.
