ABSTRACT

This introductory chapter is concerned with how economic growth, equality/inclusion and environmental sustainability goals are, should be and can be jointly managed through the process of structural transformation, with particular reference to low-income countries. To achieve this, the chapter explores the contemporary policy mix for the transition to sustainable development that many developing countries are confronted with: (1) a global normative agenda moving away from traditional patterns of economic growth and towards a greater emphasis on sustainable development; and (2) a context-dependent national development policy agenda that entails the achievement of a more radical structural transformation that goes beyond economic growth based on the current international division of labour. The normative focus between these two strategies raises questions concerning how the prioritisation of the three dimensions of sustainable development (i.e. economic growth, equality and environmental sustainability) affect outcomes in terms of structural transformation, which is what this book is ready to explore.
