ABSTRACT
Communities represent significant places where resources and human capacity can be found, nurtured, and leveraged during a disaster recovery. The chapter begins by defining communities and the kinds of social capital that can be found within and across them. Readers will learn about a range of strategies to engage communities, with an emphasis on empowering stakeholders and building community capacity. Strategies for engaging communities will be explored from community organizing to participatory action.
