ABSTRACT

Starting with a case study on Hurricane María, the introductory chapter will alert readers to the increasing complexities of disasters, especially around socially vulnerable populations. The process of recovery will emphasize that all efforts must emanate from people-centered, community-based approaches undertaken in partnership with emergency managers, government officials, voluntary organizations, faith-based sectors, and other nongovernmental organizations (NGOs). The hazards section addresses natural and technological disasters, terrorism, cyber issues, space weather, pandemics, climate change, famine/droughts, and active attackers. A concluding section lays out principles for disaster recovery that inform the rest of the book.
